Dr S.Siddharth is an officer of the Indian Administrative Service (IAS) of the 1991 Batch. He obtained his Doctoral Degree (PhD) in Information Technology from the Indian Institute of Technology, Delhi. He had graduated(B Tech) in Computer Science and Engineering from the Indian Institute of Technology, Delhi (1987), and also an MBA to his credit from the Indian Institute of Management, Ahmedabad (1989). He is also pursuing his second PhD from the Banaras Hindu University in Economics.

He is presently the Principal Secretary to the Chief Minister, Bihar.He also holds the post of Additional Chief Secretary, Home Department and Additional Chief Secretary, Cabinet Secretariat. He is also the Director of L N Mishra Institute of Economic Development and Social Change.

BIOGRAPHYAbout Dr. S. Siddharth

Dr S.Siddharth has held various posts in his long career of more than 29 years as District Magistrate of Districts of Muzzafarpur, Bhojpur, Aurangabad and Lohardaga. He served in the Government of India as Director, Ministry of Heavy Industries. The officer also worked in the capacity of Secretary to Hon’ble Chief Minister, Bihar, Secretary Urban Development, Secretary, Secretary Information Technology Department, Rural Works Department, Secretary Labour and Principal Secretary Industries Department.

As Secretary, Urban Development, the officer was responsible for drafting the Bihar Urban Planning and Development Act 2014, Bihar Urban Planning and Development Rules 2014, Bihar Building Bye-laws 2014. The officer was also responsible for initiating the process of preparation of DPR for the Patna Metro and also the master plan for Patna Metropolitan Area. Various rules and regulations related to Urban area reforms were notified during his tenure.

During his earlier tenure as Principal Secretary of Industries Department and Industrial Development Commissioner (IDC) Dr Siddharth drafted the Bihar Industrial Policy 2016, Bihar Investment Act 2016, Bihar Investment Rules 2016, Bihar Startup Policy 2017. The other areas on which he has worked in the present assignment are Handlooms, Handicrafts, Silk and Skill Development. The officer was also responsible for guiding Ease of Business reforms in all other departments which responsible for giving clearances with respect to setting up of Industry.

The officer was also the Additional Chief Secretary Finance Department, Additional Chief Secretary, General Administration Department, Secretary Public Grievances, Director General, Bihar Institute of Public Administration & Rural Development, Mission Director, Bihar Prashasnik Sudhar Mission, Principal Secretary, Sugar Cane Department, Chairman Bihar Industrial Area Development Authority, Chairman Bihar Khadi and Village Industries Commission and Chief Executive Officer Bihar Foundation. He is also the Chairman and Director of Centre for Economic Policy and Public Finance at Patna.The officer also specializes in areas of Commerce, Industrial Investments, E-Governance. He has been a Director on the Board of many PSUs of Government of India.

Dr Siddharth is presently a Director on the Board of all the State PSUs of Bihar.
